KUALA LUMPUR (Nov 6): The Malaysian government is launching an incentive to ease talent mobility and skilled professionals for eligible companies as part of the Asean Business Entity (MyAbe) framework.

Finance Minister II Datuk Seri Amir Hamzah Azizan said the initiative aims to strengthen Malaysia’s talent ecosystem and ensure the workforce remains “at the forefront of regional capability”.

The Asean Business Entity (MyAbe) framework aims to recognise companies that already operate across Asean, with the objective of catalysing the emergence of more Asean-based multinationals that can drive regional growth and deepen economic integration.

“Policies create opportunity, but enterprise turns opportunity into impact. And therefore, we need regional champions with the confidence to build, invest and innovate across borders,” he said in his keynote speech at the Asean Capital Markets Forum on Thursday, noting that the private sector is vital for the incentive’s implementation. 

Further details on the incentive’s implementation were not disclosed. 

The Securities Commission Malaysia had also announced the launch of the Asean Capital Markets Forum (ACMF) Action Plan 2026-2030 and other regional deliverables, says chairman Datuk Mohammad Faiz Azmi in his opening speech.

The Action Plan was formed on five strategic thrusts, according to Mohammad Faiz, which are sustainability, financial inclusion, regional connectivity, digital transformation and institutional enhancement. It will serve as a roadmap for the development of Asean’s capital markets over the next five years.

Earlier this year, the securities body had also launched the ACMF Voluntary Carbon Market Development Plan and the Asean VCM Guidance framework to promote cross-border interoperability, and the Asean Simplified ESG Disclosure Guide (ASEDG) plan to improve ESG transparency and practices of smaller businesses that participate in global supply chains.

“Together, these initiatives provide the building blocks for a more connected Asean capital-market ecosystem,” said Mohammad Faiz.

As the Philippines is slated to helm as chair for Asean in 2026, Mohammad Faiz also congratulated Francis Edralin Lim, who is the chairman and chief executive officer of the Philippines Securities and Exchange Commission, on being the next ACMF chair.
