Sacking of Negeri Sembilan exco gazetted

KUALA LUMPUR (Sept 24): The sacking of the Negeri Sembilan executive council has been published in the state government gazette, formalising the state ruler's Monday announcement even as the 10-member body and the menteri besar insist removing them is unconstitutional.

The gazette dated Sept 24 states that Yang di-Pertuan Besar Negeri Sembilan Tuanku Muhriz Tuanku Munawir withdraws his consent to the appointment of the 10 councilors for breaching their oath of loyalty to the state ruler.

The revocation took effect on Sept 20.

The 10 are Datuk Mohd Faizal Ramli, Datuk Zaifulbahri Idris, Datuk Mustapha Nagoor, Siow Kong Choon, Siti Nur Umaira Hasim, Datuk Mohd Asna Amin, Datuk Mohd Razi Mohd Ali, Suhaimizan Bizar, Mohd Fairuz Mohd Isa and Datuk Razali Abu Samah.

Menteri Besar Datuk Ismail Lasim was not dismissed.

The government gazette is the formal channel to communicate major decisions such as the passing of laws or the appointment, or in this case the sacking, of top officials.

It is the latest procedural instrument to be deployed in the tussle over the Negeri Sembilan throne between Tuanku Muhriz and the Undang Yang Empat, the four customary territorial chieftains who are vested with the power to elect or depose the Yang di-Pertuan Besar.

Before Tuanku Muhriz dismissed the executive council, they and Ismail last week endorsed a proclamation by the four Undangs to dethrone the state ruler and instructed the state secretary to publish the decision in the gazette.

However, the state secretary - the top civil servant - refused to do so after being advised by the Attorney General's Chambers that the exco did not have the authority to remove the state ruler.

On Wednesday, the Negeri Sembilan government announced the suspension of the state secretary and state legal adviser, however, the two received instructions from their superiors in Putrajaya to continue with their duties.

The dispute over the Negeri Sembilan throne has been dragging on since April, when the four Undang first made the proclamation, citing unspecified violations to the state's Adat Perpatih system of governance.

However, Tuanku Muhriz insists the proclamation is invalid as one of the signatories had been removed last year.

The menteri besar at the time, Datuk Seri Aminuddin Harun from Pakatan Harapan, also refused to recognise the proclamation, leading to friction with state government partner Umno.

This friction culminated with the dissolution of the state legislature to pave the way for an election on Aug 1.

The Umno-led Barisan Nasional coalition and allies Perikatan Nasional, led by PAS, won 25 of the 36 seats in the state assembly.

Tuanku Muhriz swore in Ismail, from Umno, as menteri besar on Aug 2, followed by the 10-member exco on Aug 7.
