KUALA LUMPUR (Sept 17): The Negeri Sembilan state administration said it will not gazette or take any action to implement a proclamation seeking to remove Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir from office, after accepting advice from the Attorney General’s Chambers (AGC).

In a statement on Thursday, the state secretary’s office said the administration agreed that members of the Negeri Sembilan state executive council (exco) had no jurisdiction, authority or power under the state constitution to make announcements concerning the proclamation.

There was also no legal basis for exco members to rely on the April 19 proclamation for their announcements, it said.

“Based on the above matters and the entirety of the AGC’s media statement, this administration accepts the advice and will not take any gazettement or implementation action in respect of the proclamation, as such action would be unlawful and unconstitutional,” the statement read.

The development comes amid a dispute over the state’s ruler following a purported proclamation issued by the four Undangs on April 19 to remove Tuanku Muhriz as Yang di-Pertuan Besar and name Tuanku Nadzaruddin Tuanku Ja’afar as his successor.

Negeri Sembilan Menteri Besar Datuk Ismail Lasim confirmed earlier on Thursday that the state executive council had recognised the proclamation seeking to remove Tuanku Muhriz as the state’s ruler, despite previously saying that he had signed the proclamation under duress.

The AGC said earlier on Thursday that it was of the view that the Negeri Sembilan exco and menteri besar had no unilateral authority to terminate or declare vacant the office of Yang di-Pertuan Besar.

The AGC also raised questions over the composition and standing of certain signatories to the proclamation, noting that the legitimacy of some remains contested after they were deposed under the customary laws of their respective luak, or territories.
