PRASARANA Malaysia Bhd, a unit under the Ministry of Finance, owns and operates the public transport system, spanning urban rail, bus services, property and supporting infrastructure in the country.
In its email response to The Edge, Prasarana says its current approach to transit-oriented developments (TODs) does not include disposal of its strategic transit land. Instead, it seeks to unlock value through TODs in collaboration with capable private sector partners, while retaining its role as the landowner and safeguarding the long-term interests of the public transport ecosystem.
In line with Prime Minister Datuk Seri Anwar Ibrahim’s aspiration to expand affordable housing within the rail ecosystem, Prasarana says it is committed to incorporating suitable affordable housing components in its TODs where appropriate. The final development mix for each site will be guided by detailed planning and feasibility assessments, taking into account housing demand, planning requirements, land value and overall project viability.
This approach ensures that the government’s housing objectives are achieved while safeguarding the long-term value of strategic public assets and supporting a sustainable development model.
Prasarana currently has seven Joint Land Development Agreements for TOD projects.
Its development on Jalan Klang Lama, or Old Klang Road, in Kuala Lumpur has been completed, while Phase 1 of Ara Sentral (Ara Damansara LRT station) and Phase 1 of Riveria City (Monorail Depot in Brickfields) have also been completed. The subsequent phases of Ara Damansara and Brickfields, together with TOD Dang Wangi, are currently under implementation.
“Meanwhile, Puchong Jaya, Kelana Jaya and Awan Besar TOD sites are at various stages of planning, design refinement and implementation preparation. The Glenmarie TOD site is currently being prepared for tender through an open Request for Proposal process to appoint a suitable development partner. The implementation sequence for these sites will be determined based on factors such as land status, planning readiness, market feasibility, infrastructure requirements and the necessary approvals from the relevant government agencies and authorities,” it adds.
