
KUALA LUMPUR (Sept 8): Most toll concessionaires are still negotiating business‑to‑business (B2B) arrangements to implement the multi‑lane free‑flow (MLFF) toll collection system, the Works Ministry said.
Minister Datuk Seri Alexander Nanta Linggi said the ministry has received updates from most of the 28 highway concessionaires, noting that they are in discussions with their partners to finalise arrangements.
However, he declined to provide a specific timeline for implementation of the barrier-less toll collection system on the 34 highways nationwide operated by these concessionaires.
“About the MLFF system, it’s still a work in progress. I can't reveal to many details now because it’s still under negotiation between toll operators and their partners,” Alexander said during a press conference at IJM Corporation Bhd’s (KL:IJM) launch of the Smart Highway Traffic Control Centre.
The MLFF system is designed to eliminate traffic bottlenecks at toll plazas by replacing toll barriers with overhead gantries equipped with radio-frequency identification (RFID) and automated number plate recognition (ANPR) to collect payments.
In 2022, the government appointed a joint venture between Konsortium Jaringan Selangor Sdn Bhd (KJS) and SEP Synergy (M) Sdn Bhd for the RM3.5 billion project. However, the bipartisan parliamentary Public Accounts Committee raised concerns that the appointment could conflict with existing concession agreements that grant exclusive toll collection rights to highway operators.
On Aug 6, 2025, Deputy Works Minister Datuk Seri Dr Ahmad Maslan told Parliament that the KJS-SEP Synergy joint venture had lapsed after it failed to reach an agreement with the highway concessionaires by Dec 16, 2024. He also said highway concessionaires have two years to finalise their partners.
In November, the Works Ministry told The Edge that implementation of the MLFF would be through B2B arrangements between concessionaires, without government funding.
With no direct government financing, the 28 concessionaires may either rely on their subsidiaries or appoint external companies to provide the service.
As part of the transition toward the MLFF, North-South Expressway (NSE) toll operator PLUS Malaysia Bhd tested the ANPR toll system in January 2026 at the stretch between Hutan Kampung in Kedah and Sungai Dua in Penang.
Toll payments are processed via the JustGO app. The app's operator is JustGO Solutions Sdn Bhd, a wholly owned subsidiary of PLUS Malaysia Bhd, which is part of Khazanah Nasional Bhd’s UEM Group.
As of May 2026, the pilot of the app had recorded 32,856 registered users, with an average of 127,227 transactions per month. The pilot was expanded in June 2026 to the Butterworth-Kulim Expressway (BKE), covering the Kubang Semang and Lunas toll plazas, as well as the Jitra toll plaza on the NSE.
In July, the Works Ministry said the ANPR toll system would be expanded on the NSE from the Juru toll plaza in Penang to Skudai in Johor.
The MLFF system has been rolled out in countries like Taiwan, Australia, Singapore and Canada.
