KUALA LUMPUR (July 9): The Automatic Number Plate Recognition (ANPR)-based toll system is being prepared for expansion to the Juru–Skudai stretch of the North-South Expressway, with testing and commissioning works currently underway by the Malaysian Highway Authority (LLM) and PLUS Malaysia Bhd.
In a written parliamentary reply on Wednesday (July 8), Works Minister Datuk Seri Alexander Nanta Linggi said a public pilot test involving registered highway users for the stretch is expected to begin once all testing and commissioning works are completed.
The ANPR-based toll system uses high-speed cameras and optical character recognition (OCR) technology to automatically detect vehicle registration numbers and process toll payments through the JustGO app.
The app is operated by JustGO Solutions Sdn Bhd, a wholly owned subsidiary of PLUS Malaysia, which is part of Khazanah Nasional Bhd’s UEM Group. The Edge previously reported that JustGO Solutions was among six bidders for Malaysia’s proposed multibillion-ringgit multi-lane fast flow (MLFF) toll collection system.
Alexander said the ANPR toll system is currently undergoing public pilot testing on the Hutan Kampung–Sungai Dua stretch of the North-South Expressway, which began in January 2026 to assess its effectiveness and performance under actual traffic and toll operating conditions.
As of May 2026, the pilot programme had recorded 32,856 registered users, with an average of 127,227 successful transactions per month.
The system achieved a vehicle number plate recognition success rate of up to 99.1%, while the failure rate stood at about 0.9%, mainly due to factors such as non-standard number plate formats, damaged plates and weather conditions.
Alexander added that the pilot test was expanded on June 25, 2026 to the Kulim-Butterworth Expressway (BKE), involving the Kubang Semang and Lunas toll plazas, as well as the Jitra toll plaza along the North-South Expressway.
