KUALA LUMPUR (July 29): The Cabinet has agreed to declassify and release the Royal Commission of Inquiry (RCI) report on Lembaga Tabung Haji (TH), three years after it was completed. 

Government spokesperson Datuk Seri Fahmi Fadzil said in a statement on Wednesday, the Cabinet was briefed by TH’s top management and reviewed the RCI report, which covers the period from 2014 to 2020.

The report will be made public on Wednesday and tabled for debate during a special Dewan Rakyat sitting in the near future.

The Cabinet noted that the report outlined 25 recommendations to improve TH’s operations, with 75% already implemented by the current management.

It also noted TH’s 3.5% profit distribution for the financial year 2025, saying the payout reflected an improvement in the fund’s management.

Enforcement agencies will continue investigations based on the report’s findings, with legal action to be taken against those found to have broken the law.

The RCI was established in 2022 following concerns over an estimated RM11 billion gap between TH’s assets and liabilities, as well as possible breaches of the Tabung Haji Act 1995.

As part of efforts to strengthen TH’s finances, non-performing assets were transferred to Urusharta Jamaah Sdn Bhd, which issued RM19.6 billion in sukuk and injected RM300 million into the fund.
