KUALA LUMPUR (July 30): The government will develop a Renewable Energy Certificate (REC) Framework aimed at strengthening the management of green energy attributes in Malaysia.

Energy Transition and Water Transformation Deputy Minister Akmal Nasrullah Mohd Nasir said the framework will serve as a comprehensive guideline, outlining the ecosystem as well as the roles and responsibilities of stakeholders involved in the green attribute value chain — including power generators, buyers and verification entities.

Once finalised and approved, the Energy Commission (ST) will proceed to formulate more detailed implementation guidelines to support the operational rollout of the REC framework.

The framework is also expected to clarify matters related to ownership, transfer and reporting of green attributes in accordance with international standards, supporting Malaysia’s goal of boosting renewable energy growth, Akmal noted.

He said this when wrapping up the debate on the Electricity Supply (Amendment) Bill debate in Parliament on Wednesday.

An REC is a market-based instrument that certifies that one megawatt-hour (MWh) of electricity has been generated from a renewable energy source and fed into the electricity grid.

By procuring RECs, businesses ensure that the electricity they consume comes from renewable sources.

Last year, the Ministry of Energy Transition and Water Transformation (Petra) launched the commercial trading of RECs through the Malaysian Green Attribute Trading System (mGATS) to be operated by Tenaga Nasional Bhd (KL:TENAGA).

RECs can be bundled with grid electricity and offered as green electricity to consumers such as through the green electricity tariff programme, or separately, including to corporate companies as proof of green electricity utilisation through the mGATS platform, the ministry said.
