KUALA LUMPUR (Oct 27): Officers from the National Anti-Drugs Agency (AADK) were found to have been negligent in tactical handling and failed to comply with standard operating procedures (SOPs) during a raid in Bera, Pahang, resulting in injuries to a civilian, the Enforcement Agency Integrity Commission (EAIC) said.
In a statement on Tuesday, the EAIC said its investigation into the Oct 13, 2025 operation found that poor tactical handling and SOP breaches triggered panic and a struggle that injured a member of the public.
The commission also found that officers failed to record the struggle and injuries in their pocket books and did not properly document the operation with photographs. However, allegations that officers threatened others to prevent disclosure of the incident could not be substantiated.
The EAIC recommended disciplinary action against the officers involved for negligence and insubordination under the Public Officers (Conduct and Discipline) Regulations 1993.
It also urged AADK to strengthen operational risk assessments, update its procedures for officer identification and injury reporting, require field officers to maintain pocket books, and prioritise the procurement of body-worn cameras in collaboration with the Home Ministry.
Established in 2009, the EAIC oversees 20 federal enforcement agencies, including AADK, the Road Transport Department (JPJ) and the Immigration Department. The Royal Malaysian Police, Malaysian Anti-Corruption Commission and Prisons Department fall outside its jurisdiction.
