KUALA LUMPUR (Oct 16): Bank Negara Malaysia (BNM) has maintained additional capital buffer requirements for the country’s three biggest banks: Malayan Banking Bhd (KL:MAYBANK), CIMB Group Holdings Bhd (KL:CIMB) and Public Bank Bhd (KL:PPBANK).
According to a statement posted on its website, the annual assessment, based on data as at end-2025, maintained a higher loss absorbency (HLA) requirement of 1% of risk-weighted assets for Maybank and 0.5% each for CIMB and Public Bank.
The HLA requirement is an additional capital buffer imposed on banks whose financial distress or failure could significantly disrupt the domestic financial system and wider economy.
In its 2020 policy document, BNM said increasing interconnections within the financial system and the regional expansion of financial groups underscore the need to strengthen oversight of systemically important institutions.
Under the D-SIB framework, the central bank may impose additional capital requirements, enhance supervisory oversight and conduct closer monitoring to safeguard financial stability.
