KUALA LUMPUR (Oct 12): The National Climate Change Bill will be tabled in the current parliamentary sitting, said Deputy Natural Resources and Environmental Sustainability Minister Syed Ibrahim Syed Noh.

Preparations for the proposed legislation are ongoing and further stakeholder engagements are needed, particularly with the Sarawak state government, he told the Dewan Rakyat during the oral question-and-answer session on Monday.

“We will bring the proposed legislation to the Cabinet for approval as early as possible,” Syed Ibrahim said. “We are targeting to table the bill in Parliament during this sitting.”

The bill aims to establish a comprehensive legal framework for climate change mitigation and adaptation, including mechanisms to measure, report and verify greenhouse gas (GHG) emissions.

Malaysia is part of a “net zero” club of over two dozen countries committed to reduce their net GHG emissions to zero, or leave emissions small enough to be absorbed by nature or stored. The legislation forms part of Malaysia’s efforts towards the target by 2050.

Under its latest nationally determined contribution, Malaysia has set an absolute GHG emissions reduction target of between 15 million and 30 million tonnes of carbon dioxide equivalent by 2035.

Separately, the government plans to implement the National Adaptation Plan in the second quarter of 2027 to strengthen the country’s resilience to climate change, Syed Ibrahim said.

The plan will focus on five key sectors: water resources and coastal areas, infrastructure, food security and agriculture, public health, and forestry and biodiversity. Development will be guided by scientific data to ensure adaptation measures are planned systematically and effectively.
