
KUALA LUMPUR (Oct 8): The operator of the eJamin system started talks with the government to finalise a contract in February 2025, about five years after it started running the electronic bail processing system for the courts.
In a statement on Thursday, Dapat Vista (M) Sdn Bhd, an indirect unit of Practice Note 17 company Pertama Digital Bhd (KL:PERTAMA), said it acknowledges the issues flagged by Parliament's Public Accounts Committee and backed finalising a contract with the government.
It said engagements on eJamin began in 2019, involving the Office of the Chief Registrar of the Federal Court, the Public Private Partnership Unit, the Accountant General’s Department, Malaysian Administrative Modernisation and Management Planning Unit, the Ministry of Finance and the Attorney General’s Chambers.
Dapat Vista said The Finance Ministry issued a letter on Dec 26, 2019 that raised no objection to implementing the system, which was done the following year.
The service currently operates under a temporary Finance Ministry exemption granted on May 17, 2024, which has been extended until Dec 31, 2026,
As part of contract negotiations, Dapat Vista said it proposed three options to the Finance Ministry on Aug 18, 2025: the government buying the system, the government paying a subscription, or a hybrid model where the company builds and operates the system for five years before handing it to the government.
Dapat Vista said eJamin operates as a public-private partnership with zero cost to the government.
It said bail funds not needed for daily refunds are placed in deposit and investment banl accounts, with principal amounts held as restricted balances in virtual accounts under bailors' names.
Only the interest income generated from these investments is used by Dapat Vista to fund eJamin’s operations, which average RM450,000 per month.
On the RM557,258 variance highlighted by the PAC as of Dec 31, 2024, Dapat Vista said the difference was due to the dynamic nature of daily transactions, where entries recorded in the system had not yet cleared in bank statements at the cut-off date.
The company added that it has documented and reported its explanation to the authorities alongside supporting records to verify the reconciliation.
