PUTRAJAYA (Oct 1): Malaysian Border Control and Protection Agency (AKPS) director general Datuk Seri Mohd Shuhaily Mohd Zain has left it to the government to decide on any further action against him over a viral video showing him reprimanding an individual at the Kuala Lumpur International Airport (KLIA) Terminal 1.

He said the matter, which stemmed from an incident involving an AKPS and aviation security enforcement (AVSEC) operation against a foreign tout syndicate at KLIA, had been brought to the attention of the highest levels of government and the Home Ministry.

Mohd Shuhaily said he is prepared to accept whatever decision that is made and would leave it to the authorities to conduct further investigations to ensure justice for all parties.

“I have informed the highest levels of government and the ministry about this matter.

“Whatever their decision, I will accept it because, to me, changing something comes at a price. And if that price is myself, then I will pay with myself,” he told a press conference here on Thursday.

Mohd Shuhaily said the inspection and interview process involving the foreign national, as shown in the viral video, only involved AKPS officers and KLIA AVSEC, and did not involve the Royal Malaysian Police or any other enforcement agency.

He said the incident occurred on Sept 28 when he and his team conducted an inspection of AKPS preparations and readiness to receive visitors for the Formula One Gulf Air Bahrain Grand Prix 2026 this weekend.

“After that, the AKPS and AVSEC carried out limited enforcement against a foreign tout syndicate, which led to the detention of one syndicate member. We brought the individual into the AVSEC baggage inspection room.

“I want to stress here that the enforcement involved only AKPS and AVSEC officers,” he said.

He said two unidentified individuals were later seen recording the incident without his knowledge and were instructed to delete the recording.

Mohd Shuhaily said a police report was lodged against him on Sept 29, followed by a second report two days later, after which a clip of the incident went viral on social media.

He said the AKPS subsequently lodged a police report as there might have been an attempt to tarnish the image of the agency and himself.

Asked about the motive behind the dissemination of the video, which was taken from KLIA Terminal 1 closed-circuit television footage, he said the matter should be left to the police to investigate.

Mohd Shuhaily said the viral clip was not from the original source but had been recorded using another device before being circulated, adding that he did not know the original purpose of the recording.

He also stressed that the AKPS respects the ongoing investigation and would give full cooperation to the authorities, while urging the public not to speculate or circulate unverified information.

He said the AKPS remains committed to strengthening security at the country's entry points following almost daily complaints and allegations of increased smuggling of prohibited materials and contraband at KLIA.

“I don't want KLIA to become like Selayang, and I don't want to let it reach that stage,” he said, referring to issues involving foreign nationals.
