
(Sept 24): Hong Kong is seeking to raise HK$15 billion to HK$20 billion (US$1.9 billion to US$2.6 billion or RM7.81 billion to RM10.41 billion) through a multi-currency digital green bond offering that would be the world’s largest of its kind, according to people familiar with the matter, as the city pushes to become a fixed-income hub.
The bonds, denominated in US dollars, Hong Kong dollars, euros and offshore yuan, could be priced as early as Monday, the people said, who asked not to be identified discussing private information. The Hong Kong government has mandated banks to arrange a series of fixed-income meetings this week.
The planned sale would build on Hong Kong’s efforts to expand its market for digital, or tokenised, bonds, which use blockchain technology for issuance, trading and settlement. Chief Executive John Lee has pledged to regularise such issuances to drive innovation and adoption. The transaction would also advance the city’s push to strengthen its fixed-income market through green finance and tokenisation.
A spokesperson for the Hong Kong Monetary Authority, which acts as the government’s representative in the potential offering, declined to comment.
Hong Kong has been at the forefront of promoting digital bonds, with the government selling roughly HK$10 billion equivalent in such bonds last year. The record was eclipsed in June when Hong Kong Mortgage Corp completed a HK$12 billion-equivalent deal, then the world’s largest digital-bond sale.
The issuance boom has also helped cement the city’s global standing. Digital bonds issued in Hong Kong captured nearly 50% of the global market between 2025 and the first half of 2026, according to notes from Lee’s policy address last week. The government said it aims to use digital currencies for settlement and explore blockchain-based processes for dividend payment and redemption.
The momentum is spreading across Asia, too. Earlier this month, Indian state-owned power financier REC Ltd issued five billion rupees (US$59 million or RM210 million) of digital bonds due in May 2028.
