KUALA LUMPUR (Sept 11): Umno president Datuk Seri Dr Ahmad Zahid Hamidi on Friday unveiled eight key initiatives under the party and Barisan Nasional’s (BN) “Blue Malaysia Agenda”, should the coalition return to power in Putrajaya.

The agenda, to chart Malaysia's path towards 100 years of independence, aims to strengthen national and economic resilience, supporting the welfare and livelihoods of the people, as well as regaining the people’s trust in institutions.

“It is not merely the blue wave. It means sovereignty and unity, innovation and creating a high-income country, a prosperous and equitable people, creating excellence and a Malaysia respected throughout the world,” Zahid said in unveiling the agenda in his presidential address at the 2026 Umno General Assembly on Friday.

“With this Blue Malaysia Agenda, we want to create wealth, rebuild human capital, expand ownership, safeguard wellbeing, face crises, protect the people, build trust and defend national interests,” he added.

The eight key initiatives

1. Malaysia as a nation of creators

Shift from being a primarily manufacturing country to creating technology companies and industries of global standing — moving from ‘Made in Malaysia’ to ‘Made by Malaysia’.

2. Malaysia as a skilled nation

Making technical and vocational education and training (TVET) and lifelong learning mainstream, with a target for 80% of the workforce to be highly skilled and earn a premium wage.

3. Malaysia as a nation of owners

Move beyond measuring prosperity via income by expanding ownership of homes, businesses, shares, intellectual property, savings and productive assets. Targets 60% of Malaysian adults to own at least one value-generating asset.

4. Malaysia as a prosperous nation

Broaden the definition of economic success beyond gross domestic product (GDP) and ensure families have sufficient disposable income. Target at least 30% of household income left as surplus for savings, investment and consumption.

5. Malaysia as a resilient nation

Strengthen the country’s ability to withstand crises, with a target of 70% self-sufficiency in strategic needs, such as food, medical supplies, telecommunications, energy, water, defence and strategic industries.

6. Malaysia as a caring nation

Build a comprehensive care system covering children, the elderly, persons with disabilities and long-term patients, while recognising caregivers as part of the economy rather than treating care solely as a welfare issue.

7. Malaysia as a trustworthy nation

Strengthen integrity, governance and the rule of law, with a target for Malaysia to rank among the world’s top 20 countries in these areas.

“We want the people to trust the courts. I repeat, we want the people to trust the courts, not the courts that are being used as tools. 

"We believe in enforcement agencies, but not agencies that are being used as tools," Zahid said

“Whoever forms the government, institutions must not be used as tools for political interests. We want the rule of law, not rule by law,” he added.

8. Malaysia as a sovereign nation

Pursue broad foreign relations while ensuring that strategic agreements and international engagement protect Malaysia’s interest. The goal is for Malaysia to become the world’s most influential middle power.
