PRASARANA Malaysia Bhd will re-tender the transit-oriented development (TOD) to be built at Glenmarie LRT station in Glenmarie, near Subang Airport, as the previous developer is said to not be able to meet certain requirements.
It is not known who the previous project developer is.
A source at Prasarana tells The Edge that the site is being eyed by many top developers due to its strategic location just a stone’s throw away from Subang Airport, and its good connectivity via road and rail to the rest of the Klang Valley.
The 20-acre site is sizeable enough for a large development, the source says, adding that it will have a gross development value (GDV) of more than RM1 billion.
The Edge’s channel checks with several property developers show that Sunway Bhd (KL:SUNWAY) and S P Setia Bhd (KL:SPSETIA) are keen on the site. A source from Sunway says the group is awaiting details of the tender but did not elaborate.
Meanwhile, a source at S P Setia alludes to a preliminary discussion on a potential TOD opportunity between the group and Prasarana.
Sunway is involved in three TOD projects, one being Sunway Velocity in Cheras, Kuala Lumpur. It also has a TOD project in Johor Bahru with a GDV of RM4 billion. The latter is a mixed-use development with a direct link to the Johor Bahru-Singapore Rapid Transit System (RTS) station in Bukit Chagar.
In Seremban, the group is developing a RM2 billion project at the city’s main KTM station, Seremban Sentral.
S P Setia’s KL Eco City in Bangsar, meanwhile, is a TOD with a direct link to Abdullah Hukum LRT station. Launched in 2011, it is located on a 25-acre parcel near MidValley City and has a GDV of RM7 billion.
It comprises three residential phases, a hotel and residences tower, three corporate office towers, strata office suites, 12 boutique offices, as well as a 250,000 sq ft retail mall over five podium levels.
Through its subsidiary Prasarana Integrated Development Sdn Bhd, Prasarana actively launched TOD projects, especially between 2012 and 2018. However, only a few have been successful.
For example, Ara Sentral, a 15-acre mixed-use development with a direct link to Ara Damansara LRT station has seen slow progress after the completion of the first phase, Perla Ara Sentral.
Ara Sentral is a freehold integrated project comprising office, hotel, retail and residential components. It is a joint venture between Prasarana and ADS Projek Sdn Bhd, a wholly-owned subsidiary of TRC Synergy Bhd (KL:TRC).
Perla, which has a GDV of RM1.12 billion, comprises two blocks with a total of 648 units. Its launch was initially scheduled for 2018 but was subsequently delayed to 2020.
In its annual report for 2023, TRC Synergy said it would continue with the construction of the second phase of Ara Sentral in the third quarter of 2024 and that the launch was expected to be in the third quarter of 2025.
However, the launch of Phase 2 — which has 134 retail units and 992 serviced apartments, with a total GDV of more than RM600 million — was delayed to the second quarter of 2026.
Another TOD project, the Latitud8 mixed development built on top of the Dang Wangi LRT station, also faced challenges in the early stages, including allegations of corrupt practices against former Prasarana chairman Datuk Seri Tajuddin Abdul Rahman.
Latitud8 was a joint venture between Prasarana and Intan Sekitar Sdn Bhd, a 51%-owned subsidiary of Crest Builder Holdings Bhd (KL:CRESBLD). The remaining 49% stake in Intan Sekitar is held by Detik Utuh Sdn Bhd.
Tajuddin was considered a related party to Intan Sekitar via Detik Utuh, as his family members jointly owned a 40% stake in the latter via a company called Tindakan Juara Sdn Bhd.
The project was awarded to Intan Sekitar in 2012, before Tajuddin was appointed Prasarana chairman in 2020. Latitud8 faced considerable delays due to the inability of Crest Builder to finalise plans for the site, resulting in it only starting in 2019.
The Glenmarie LRT station development provides another opportunity for Prasarana to monetise its land assets and increase non-fare revenues, but only if the operator of the Klang Valley public transport system manages to get it right.
