Undang Luak Sungei Ujong demands records over Mubarak’s removal, claims no unanimous decision reached

KUALA LUMPUR (April 30): The Undang Luak Sungei Ujong has formally sought an explanation and the official meeting minutes from the Dewan Keadilan dan Undang Negeri Sembilan, questioning how Datuk Mubarak Thahak was removed without a clear, properly documented and unanimously supported decision.

In a letter dated April 30 sighted by The Edge, the private secretary to the Undang Luak Sungei Ujong, Ahmad Hanafi Ruzlan, requested that the secretary of the Dewan Keadilan dan Undang to furnish the official minutes of a special meeting held on April 17 at Istana Besar Seri Menanti, which purportedly led to Mubarak’s removal.

The letter claimed that the proposal to remove Mubarak did not receive unanimous support from the other three Undangs and other customary authorities present at the meeting.

“In the said motion, it is clear that the Undang Luak Johol rejected the proposal, the Tunku Besar Tampin rejected the proposal, and the Datuk Shahbandar also rejected the proposal,” the letter said.

It further contended that decisions relating to the removal of an Undang or matters affecting the royal institution cannot be made unilaterally, including by the Yang di-Pertuan Besar, but must be carried out in accordance with the Constitution of the State of Negeri Sembilan 1959 and established customary (adat) processes.

“Therefore, we request that the official letter of removal and the meeting minutes dated April 17, 2026 at Istana Besar Seri Menanti be provided as soon as possible,” it added.

The letter also raised concerns over the process leading to Mubarak’s purported removal, including questions over the participation and authority of individuals present at the April 17 meeting.

Among others, it asked whether certain adat figures who attended the meeting were valid representatives of the Luak Sungei Ujong, noting that their standing had been previously disputed.

It also questioned whether there was consensus among the Datuk Lembaga Adat of Sungai Ujong regarding Mubarak’s removal.

“Who among the Datuk Lembaga Adat Sungai Ujong agreed to the removal of Datuk Mubarak Thahak?” the letter asked.

The letter comes amid an escalating constitutional and political crisis in Negeri Sembilan involving the state’s royal institution and traditional leadership.

On April 19, the Undang Yang Empat — led by Mubarak — announced the removal of Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir, citing alleged misconduct.

They also named Tunku Nadzaruddin Tuanku Ja’afar as the next Yang di-Pertuan Besar with immediate effect. His late father, Tuanku Ja’afar Tuanku Abdul Rahman, was Tuanku Muhriz’s predecessor.

However, Menteri Besar Datuk Seri Aminuddin Harun rejected the proclamation, saying it was invalid as Mubarak had already been removed from his position prior to issuing it.

The state government said a special sitting of the Dewan Keadilan dan Undang on April 17 had endorsed Mubarak’s removal over 33 alleged breaches of adat and hereditary responsibilities.

The Negeri Sembilan State Legislative Assembly, originally scheduled from April 23 to 29 for debates on the royal address, was adjourned indefinitely on the first day after Tuanku Muhriz delivered his speech. The four Undangs were noticeably absent from the sitting.

Following that, all 14 Umno assemblymen initially withdrew their support for the Pakatan Harapan-led state government, briefly depriving it of a majority before later reversing its position.

Tuanku Muhriz also decreed that Aminuddin should remain as the menteri besar to maintain administrative continuity pending a “clear and conclusive determination” of the dispute.

The crisis has since intensified, with the state government ordering Mubarak to vacate the official residence of the Undang Sungei Ujong following his removal.
