KUALA LUMPUR (March 2): The Securities Commission Malaysia (SC) has appointed two new board members, including a central bank deputy governor for a two-year term, in a move aimed at strengthening governance and regulatory oversight of the country’s capital market.

The appointments of treasury solicitor Kamal Azira Hassan and deputy governor Adnan Zaylani Mohamad Zahid were made by the Minister of Finance.

The appointments, effective Feb 15, 2026, see both individuals serving on the SC Board until Feb 14, 2028.

The board oversees the commission’s overall governance, including its regulatory and developmental responsibilities.

Kamal Azira brings more than 25 years of experience spanning public, constitutional and administrative law, government litigation, and financial governance. 

He has previously held senior roles across the Attorney General’s Chambers, the Prime Minister’s Department, state legal advisory offices and various federal ministries, where he led litigation and specialised legal units. 

He holds a Master of Laws in Administration of Islamic Law and a Bachelor of Laws from the International Islamic University Malaysia.

Meanwhile, Adnan Zaylani, currently deputy governor at Bank Negara Malaysia overseeing Financial Markets and Development, brings over three decades of experience in managing international reserves and shaping financial sector development policies. 

He is also a member of the central bank’s Monetary Policy Committee and Financial Stability Committee.

Adnan has played a role in advancing Islamic finance initiatives and contributed to the Financial Sector Blueprint 2022–2026, alongside programmes supporting SME financing, financial inclusion and financial literacy. 

He holds academic qualifications from the University of Oxford’s Blavatnik School of Government and the London School of Economics and Political Science, and is a Chartered Professional in Islamic Finance, and is an adjunct professor at Universiti Malaysia Terengganu.

SC chairman Datuk Mohammad Faiz Azmi welcomed the appointments, saying the duo’s extensive legal, financial and regulatory expertise would further strengthen the board in ensuring that Malaysia’s capital market continues to operate in a “robust, fair and orderly manner”.
