KUALA LUMPUR (Feb 24): The Ministry of Science, Technology and Innovation (Mosti) on Tuesday denied any leakages or irregularities in the implementation of the MyDigital ID initiative.
Addressing the Dewan Rakyat, the ministry clarified that issues flagged by the Auditor-General in its latest report were caused by administrative confusion during a committee restructuring, rather than failures in procurement or governance.
Its minister Datuk Chang Lih Kang said expenditure for the National Digital Identity Project (JKT IDN) — the framework supporting the MyDigital ID system — had been presented to both the project's steering and technical committees in February 2024. Both committees, he noted, had acknowledged the financial and implementation details at that time.
He further explained that in March that year, supervisory responsibility for the project was formally handed over to the National Security Council (MKN) under the Prime Minister’s Department.
“Mosti would like to emphasise that there were no leakages in governance or procurement carried out under the MyDigital ID project. The project has been implemented and operated under the supervision of the MKN,” he said when winding up the debate on the Auditor-General’s Report 1/2026.
While acknowledging the audit's findings of "weaknesses", Chang attributed them to "governance confusion" following changes in the committee structure, which resulted in some misalignment in decision-making processes during the implementation stage.
But these administrative shortcomings did not amount to misappropriation of funds, he stressed.
MyDigital ID — Malaysia’s national digital identity initiative designed to provide a secure and verified digital credential for citizens to access government and private sector services online — forms part of the government's broader digital transformation agenda.
The platform, which has been integrated with 92 government and private sector applications — including banking, telecommunications and healthcare — now has 9.7 million registered users. It is managed by Mimos Bhd, the national applied research and development centre.
The Auditor-General’s Report 1/2026 had expressed concern over weaknesses in management structure and overlapping committee roles in the implementation of the MyDigital ID project, and the absence of clear documentation in certain decision-making processes.
It also flagged procedural shortcomings related to coordination and oversight prior to the transfer of supervision to MKN, prompting questions from lawmakers about accountability and risk controls in the high-value digital infrastructure initiative.
