TS Law Group, controlled by businessman Tan Sri David Law Tien Seng, is said to be in the final stages of acquiring unsold properties at D’Rapport Residences in Ampang Hilir, Kuala Lumpur, several sources tell The Edge.

According to the advertisement for the properties, which are under receivership, there are six packages to choose from. Package A is a 3.13-acre parcel of commercial land on Jalan Nipah with a reserve price of RM82 million; and Package B is an almost 0.8-acre piece of commercial land on the same road, priced at RM17 million.

Package C is a 10.8-acre parcel of residential land on Jalan Ampang Kiri priced at RM240 million; Package D consists of 91 parcels of residential land measuring a total of 5.5 acres with a reserve price of RM25 million; and Package E comprises 563 unsold residential units in D’Rapport Residences on Jalan Nipah priced at RM520 million. Package F comprises 43 unsold commercial units in D’Rapport Residences with a reserve price of RM25 million.

There is also Package G, where the offeror can opt to acquire everything for a total of RM912 million.

All packages fall under Perspektif Masa Sdn Bhd, which is currently under liquidation. A company search on Perspektif Masa lists Datuk Tee Kim Hock and Datuk Tee Ah Seng as equal owners of the company. The sale is being managed by receivers and managers RKN & Co Sdn Bhd.

The Edge understands that, besides the unsold residential and commercial units at D’Rapport Residences (that is, Packages E and F), which could fetch more than RM500 million, TS Law Group is also in negotiations for almost all the other packages.

The Edge reached out to TS Law Group but the developer declined to comment.

In recent years, the group’s property arm TS Law Land has increasingly undertaken transit-oriented developments (TODs) — basically, mixed-use urban projects built around public transport hubs.

The group’s headquarters, TSLAW Tower, is near the iconic Tun Razak Exchange in the heart of Kuala Lumpur. The RM350 million, 48-storey retail and corporate office was constructed in late 2017 and completed in 2021.

TS Law Land has introduced several TODs, including Skyline KL in Pudu and Skyline Kuchai as well as Skyline Embassy on Embassy Row, which is a few minutes away from D’Rapport Residences.

The developer also launched its first Johor project — Skyline (Eastside) One Sentosa — in mid-2025, with a gross development value (GDV) of RM1.15 billion. It is part of the 7.7-acre One Sentosa redevelopment, formerly home to Plaza Sentosa.

Ample land for development

The original developer of D’Rapport Residences is Klang-based Acmar Group. According to its website, the group is also involved in hospitality, education, automotive and trading, warehousing and logistics.

Sources familiar with the project, launched in 2008, say its initial target market was Koreans. “There is a total of five 38-storey towers. [There are] 1,099 units as well as 45 shoplots and offices. The high-end, partially furnished units have huge built-ups of between 1,108 sq ft and 2,238 sq ft,” says a source.

The project, however, hit a snag. Adzman Shah Mohd Ariffin, CEO of real estate consultancy and property management firm Exstrata Solutions, says D’Rapport Residences faced delays and heightened scepticism because of Acmar’s track record of stalled projects. The development was later revived, with new contractors — including China Railway Engineering Corp (M) Sdn Bhd — appointed to complete it.

“It was marketed heavily to Korean expatriates initially and Malaysia My Second Home (MM2H) buyers, leveraging its Embassy Row location. Over the last five years, the target switched to buyers from mainland China due to proximity to the Chinese Embassy. Prices have held steady over the last few years, with moderate appreciation in standard units and premium pricing for larger residences,” says Adzman.

“There is still ample land for future projects, which can further enhance the value of the development. Anyone buying the remaining undeveloped land [is well positioned] to take advantage of the lower value of the land being in Selangor but right at the doorstep of Kuala Lumpur’s prestigious expatriate hub.” (According to the advertisement, the project is listed with a Kuala Lumpur address but its master title is registered under Selangor.)

Adzman notes that launch prices reportedly started from RM800,000, depending on unit size and have remained relatively stable. Current listings range from RM1 million to RM1.7 million — or RM759 psf to RM914 psf — with larger penthouse-style units reaching up to RM7 million.

He adds that with the right stakeholders in place, the project’s full GDV can be realised as it is likely one of the last sizeable pockets for niche development in the Klang Valley.
