KUALA LUMPUR (Nov 25): The government is studying a proposal to set a floor price for courier services to ensure healthy competition in the sector, Communications Minister Datuk Fahmi Fadzil said.

The proposal will be examined in detail, including through cost audits and industry-wide price assessments, to ensure any floor is sustainable for operators and considers consumer costs, he said in a written parliamentary reply on Monday.

Fahmi was responding to Datuk Shamsulkahar Mohd Deli (Barisan Nasional-Jempol), who questioned about the courier companies' market shares, their local or international status, and asked if the ministry planned to introduce a floor price for courier services.

According to Fahmi, the Malaysian Communications and Multimedia Commission (MCMC) has licensed 102 courier companies under the Postal Services Act 2012 as of Oct 15, 2025. Of these, 21 are foreign-owned while 81 are locally owned.

Currently, 15 major licensees handle 98% of parcels in Malaysia, including J&T Express, SPX Xpress (Shopee Express), Ninja Van, Pos Laju, GDEX, City-Link Express, and ABX Express. J&T and SPX Xpress alone jointly control 73.5% of the national market, he said.

Fahmi added that the MCMC had introduced reference price guidelines to ensure service quality, maintain competitive pricing, and prevent predatory practices, particularly to protect small and medium-sized courier operators.

He noted that the guidelines are advisory, not mandatory, with pricing set under a self-regulatory framework in line with Section 36 of the Postal Services Act.
