KUALA LUMPUR (Nov 17): The government is expected to table amendments to three laws in next year’s Parliament sitting to pave the way for the long-awaited multi-lane fast flow (MLFF) toll collection system, Deputy Works Minister Datuk Seri Ahmad Maslan said.

The three laws to be amended are the Federal Roads Act 1959, the Road Transport Act 1987 and the Malaysian Highway Authority (Incorporation) Act 1980.

Among the key issues that the amendments will address is enforcement for non-payment of tolls, including determining which authority will be empowered to act under the revised legal framework.

“LLM will most likely be tasked with enforcement under the amended laws next year,” Ahmad Maslan told the Dewan Rakyat on Monday (Nov 17) during the question-and-answer session.

He was responding to Zahir Hassan (PH-Wangsa Maju), who had asked about the government’s timeline for MLFF implementation by the 33 highway concessionaires.

The MLFF system is a barrier-less tolling mechanism designed to replace booth-based collections nationwide, using overhead gantries equipped with radio-frequency identification (RFID) and automated number plate recognition (ANPR) technology.

Ahmad Maslan reiterated that the Cabinet had previously decided MLFF will be implemented on a business-to-business basis without involving government funding, as part of efforts to eliminate travel barriers and bottlenecks across highways.

Currently, PLUS Malaysia Bhd has begun a pilot project to test its ANPR technology, which will be linked to the JustGo app.

Ahmad Maslan added that LLM has outlined several evaluation parameters for the public pilot test. These include ensuring the ANPR system can accurately detect and identify vehicle number plates so that toll charges are imposed correctly.

The system must also deliver faster transaction speeds compared to existing payment methods and guarantee data security and transparency in line with the Personal Data Protection Act (PDPA) 2010, he added.
