KUALA LUMPUR (Oct 13): Information technology systems integration company HeiTech Padu Bhd (KL:HTPADU) on Monday announced that the government has revised the value of its contract for the development and deployment of the National Integrated Immigration System (NIISe) to RM1.05 billion, up from the original RM892.2 million.

This is despite the Public Accounts Committee (PAC) flagging the overlap of the contract with an existing system managed by Bestinet Sdn Bhd, in July this year.

In a filing with Bursa Malaysia, HeiTech said it accepted the amended contract on Monday, Oct 13, although no explanation was provided for the RM157.8 million increase in contract value. 

The company is now required to provide either a new RM10.52 million performance bond or an additional RM1.6 million to support the revised contract terms.

The revision comes amid continued concerns over system redundancy and resource duplication, as the government has confirmed it will continue using Bestinet’s Foreign Worker Centralised Management System (FWCMS) until 2031 — three years after NIISe’s expected completion in 2028.

According to the PAC, the FWCMS will remain as an intermediary platform between employers and the Immigration Department throughout its contract period. The system, managed by Bestinet under a contract awarded in September 2024, handles functions such as foreign worker quota applications, visa processing, and permit renewals — several of which will also be covered under NIISe.

The PAC had previously warned the Home Ministry to ensure there is no overlap or wastage of resources between the two systems.

NIISe, intended to replace the ageing Malaysian Immigration System (myIMMs), will encompass foreign worker and expatriate management, immigration control, passport issuance, and travel pass processing.

Under the terms of its contract, Bestinet is responsible for the development, support, maintenance, and training associated with the FWCMS. The company is also required to handover the system to the government at no cost at least six months before the end of the contract in 2031.

Meanwhile, HeiTech, which won the original NIISe contract in October 2024, will continue to maintain myIMMs until February 2027 under a separate contract extension. 

Notably, Zetrix AI Bhd (KL:ZETRIX) holds the largest block of shares in HeiTech with a 21.748% stake. Rosetta Partners Sdn Bhd, which is linked to the Sultan of Kelantan, Sultan Muhammad V, has an 18.91% interest.

HeiTech is now led by Syed Omar Albar Syed Abdullah, a former deputy chief executive of Kemajuan Negeri Perak Group. He took over after Hasrul Azuan Mohd Yusof resigned in March 2025, after only three months as the chief executive officer.

Hasrul was appointed on Dec 23, 2024, replacing Salmi Nadia Mohd Hilmey, who stepped down from all roles the same day. Salmi, the daughter of a substantial shareholder and board member Datuk Seri Mohd Hilmey Mohd Taib, had served as the managing director for just over eight months, having been appointed on April 3, 2024.

HeiTech’s share price closed four sen or 1.74% lower at RM2.26 on Monday, valuing the company at RM368.3 million.
