
KUALA LUMPUR (Oct 6): Malaysia’s auditor general cleared the federal government’s financial statements for the year ended Dec 31, 2024 while flagging some issues that deserve attention.
The latest Auditor General’s Report released on Monday confirmed that the statements presented a true and fair view of the government’s financial position. The fiscal deficit was reduced by more than 13% in 2024 to RM79.17 billion, or 4.1% of gross domestic product, the report noted.
The accounting records were properly maintained and up to date, with the auditor general issuing an unmodified opinion with ‘other matters’ paragraphs.
An unmodified opinion indicates that the financial statements were prepared fairly and in accordance with accounting standards, with no significant misstatements.
An ‘other matters’ paragraph, meanwhile, refers to additional information that does not affect the audit opinion but is relevant for public awareness.
One of the key issues highlighted was the Forward Operation Base Project on Pulau Mabul, Semporna, Sabah, which was due for completion on Nov 16, 2024, but remained unfinished as of July 2025.
The project — approved under the 11th Malaysia Plan’s Second Rolling Plan — faced delays in the construction. The relocation building was completed 254 days late, while construction of the main building that houses the administrative office, residences, and other facilities, was behind schedule by 8%. Works on a proposed jetty have also yet to begin.
At the state level, Melaka, Pahang, Penang and Terengganu received unmodified opinions, while Johor, Perak, Kedah, Kelantan, Sarawak, Sabah, Negeri Sembilan, Perlis and Selangor were given unmodified opinions with other matters paragraphs.
