Malaysia has taken a major step towards streamlining its fragmented digital services with the beta release of the MyGOV Malaysia app on Aug 23. The app is designed as a “one-stop gateway” for government services, allowing citizens to view, transact, pay and complete official processes on a single trusted platform.

Currently, Malaysians navigate 288 apps built by 125 agencies — with 41 released just this year alone. MyGOV aims to change this by consolidating essential services into a single, secure hub, removing the need for multiple logins and scattered platforms.

This was one of the earliest showcases for government technology (GovTech), which is driven by a whole-of-government approach, said Digital Ministry secretary general Fabian Bigar during a media briefing on Aug 20.

Bringing together all government services into one single app is not an easy task, however, and cannot be achieved overnight, he said, adding that this will require time, complex technical integration coordination across ministries and continuous improvement.

MyGOV will evolve in phases and be continuously refined based on public feedback and real-world use.

In the first phase, the beta version of MyGOV consolidates 34 essential government services, including digital documents such as MyKad, driving licence, road tax, passport and identity card for persons with disabilities.

It also provides access to health records via MySejahtera, including clinic appointments, immunisation, dental treatment and health screenings. Users can also check traffic summonses and document status checks.

The next targets that are in progress, with agreement from the respective agencies, are: MyKad replacement applications with the National Registration Department; renewal of driving and motor vehicle licences and compound payment with the Road Transport Department; traffic summons payment with the Royal Malaysian Police; and renewal of Malaysian passports with the Malaysian Immigration Department.

For now, MyGOV will not replace existing apps such as MySejahtera, PADU, MyDigital ID, MyJPJ, HRMIS Mobile or MyBorderPass, all of which will remain functional.

The app is developed entirely in-house by the government through the National Digital Department without the involvement of an external vendor. It combines the expertise of MyNIC Bhd, MyDIGITAL Corp, and CyberSecurity Malaysia (CSM) with the strategic collaboration of MyDigital ID Sdn Bhd. CSM lends its expertise to ensure data privacy and security is protected. Meanwhile, MyDigital ID provides secure identity verification.

The design of the MyGOV app ensures that no data is stored in it. The app will operate via a direct, real-time connection to the respective government agencies, with access controlled entirely by the approvals granted by those agencies. Using MyDigital ID, each user logs in on a one-on-one basis, which means individuals can view only their own records and the data of others.

The app will also feature an artificial intelligence (AI)-powered chatbot for instant interaction and user support. The AI uses a local large language model (LLM) and aims to provide citizens with accurate information, reducing reliance on third-party sources such as blogs.

The app initially featured a chatbot, but tech site SoyaCincau found it unreliable during testing, reporting that it occasionally gave “nonsense answers”. The chatbot was subsequently taken offline.

At the time of writing, the AI chatbot had yet to be reinstated, displaying a message that it had “encountered an error” and that the chatbot feature would be available soon. Following the app’s launch on Aug 23, citizen lab sessions and public engagement programmes will be held to ensure that the development of MyGOV reflects the needs and aspirations of the people. All feedback collected will be analysed by the MyGOV Malaysia task force to ensure continuous improvement of the app and ensure it remains relevant to users.
