KUALA LUMPUR (July 31): Malaysia has set its sights on becoming an inclusive and sustainable artificial intelligence (AI) nation by 2030, while positioning itself as a regional hub for digital technology manufacturing, according to the 13th Malaysia Plan (13MP) report.

The country's latest five-year economic development blueprint outlines the aspiration to transform Malaysia into a technology-driven economy capable of creating innovations and producing products and services branded “Made by Malaysia”. 

This ambition is aligned with the Madani Economy framework, which emphasises raising the economic ceiling, lifting the social floor, and strengthening good governance.

“The transition to an AI nation is a reform through systematic digitalisation that requires the development of an inclusive and ethical AI ecosystem based on advanced technologies,” the report stated.

Under the 13MP, the government aims for AI adoption to be integrated across key sectors including manufacturing, agriculture, healthcare, education, finance, security, housing, and public services. This shift is expected to drive productivity, efficiency, and innovation while strengthening Malaysia’s global competitiveness.

In manufacturing, for instance, AI-powered integrated automation, predictive analytics, and robotics will enhance the production of high-value goods. In agriculture, applications such as precision crop monitoring and real-time weather forecasting aim to improve yields and reduce reliance on foreign labour.

The renewable energy sector will also benefit, according to the report, with AI-enabled predictive analytics expected to optimise smart grid management and improve the efficiency of renewable infrastructure.

To support the transition, Malaysia plans to cultivate AI literacy from an early stage, alongside certification, upskilling, and reskilling programmes. Stronger collaboration between the public sector, industry, and academia is expected to accelerate the development of a skilled domestic workforce in advanced technologies.

The report also underscored the importance of digital trust to ensure safe and ethical AI use. A national digital trust and data security strategy will be introduced to build public confidence and safeguard businesses and government operations.

The report also highlighted that AI will underpin the modernisation of public administration via a strengthened GovTech ecosystem. This includes leveraging big data analytics and AI to improve decision-making, enhance transparency, and detect non-compliance and potential abuse of power at an early stage.

According to the report, AI adoption in the judiciary, for example, will enable judges and magistrates to make more accurate decisions through comprehensive analysis of past cases.

The 13MP further highlighted the need for strategic investment and public-private partnerships to strengthen the AI ecosystem. Government-linked companies, multinationals, and academia will be brought together through a "quadruple helix" model to spur innovation and resource management.

Ultimately, the plan envisions Malaysia as a regional powerhouse for digital technology, producing home-grown innovations and solutions that enhance economic resilience and societal well-being.

“The emphasis on inclusive and sustainable development, backed by five core elements of AI ecosystem building, will position Malaysia as a regional digital technology hub capable of delivering ‘Made by Malaysia’ products and services,” the report concluded.
