As Malaysia's digital asset industry prepares for its next chapter, the time has come to reflect on the remarkable journey that has shaped our nation's position as a regional leader in digital asset innovation and regulation.

The foundation we built

The Malaysian Digital Asset Platform Association (MDAPA) emerged in 2022 as Malaysia's digital economy transformation reached a critical juncture. Our association was born from necessity — to provide a unified voice for the country's growing digital asset sector while serving as the essential bridge between industry innovation and regulatory excellence.

This foundation aligned perfectly with Malaysia's progressive regulatory framework, which began with the Capital Markets and Services (Prescription of Securities) (Digital Currency and Digital Token) Order 2019. By classifying digital assets as securities under the Securities Commission Malaysia (SC)'s purview, Malaysia distinguished itself from regional peers with clear rules that fostered innovation while maintaining robust oversight.

Achievements that matter

Our collective efforts have produced measurable results that speak to the industry's growing maturity. MDAPA member platforms have facilitated over RM87 billion in trading volume, with 23 digital assets listed across regulated exchanges serving more than 1.8 million users nationwide. These numbers represent more than statistics — they reflect real economic impact, supporting over 700 Malaysian careers in the digital asset sector.

The growth trajectory has been particularly impressive. Malaysia's regulated crypto trading volume reached a record RM13.9 billion in 2024, from 1.4 billion in 2020 — a near 10-fold growth in four years. This expansion demonstrates not only increased retail participation but also growing institutional confidence in digital assets as a legitimate investment class.

The regulatory partnership

Perhaps our most significant achievement has been the collaborative relationship with regulatory bodies. The SC has approved six digital asset exchanges under the Recognised Market Operator (RMO-DAX) framework, two Initial Exchange Offering platforms and three Digital Asset Custodians — creating a safe and regulated environment for Malaysian participation in digital asset trading.

The revised DAX framework proposed in 2025 aims to reduce time-to-market for new tokens while enhancing governance and investor protection. This regulatory evolution demonstrates the collaborative approach MDAPA has championed between industry and regulators—a model that other nations continue to study and emulate.

The challenge that persists

As we celebrate these milestones, we must also look to the future with clear-eyed realism. Our industry’s journey to full maturity requires us to confront the remaining hurdles while seizing the immense opportunities on the horizon.

The most critical challenge we face today is the banking impasse. Despite being fully licensed by the SC and adhering to some of the world’s most stringent anti-money laundering (AML) and counter-financing of terrorism (CFT) standards, our member firms face systemic and persistent difficulties in securing and maintaining basic banking services.

This is the "final mile" challenge — a critical gap between our regulated digital asset ecosystem and the traditional financial system. This is not merely an operational inconvenience; it represents a risk perception gap that prevents the seamless flow of capital and hinders our national ambition to become a leading digital economy. Solving this requires a "whole-of-nation" approach, echoing the very words of the Bank Negara Malaysia (BNM) governor. It demands a tripartite dialogue between MDAPA, the banking sector, and our regulators to align risk frameworks and create a clear, predictable pathway for financial services.

Even as we work to bridge this gap, the future beckons with incredible promise. The government's unequivocal support for our sector has been a powerful tailwind. The recent launch of the Digital Asset Innovation Hub by BNM, officiated by the prime minister himself, is a landmark development. It signals a clear national strategy to move beyond trading and into the next frontier of financial innovation. The exploration of ringgit-backed stablecoins, programmable money, and the tokenization of Real-World Assets (RWAs) represents the next great engine of value creation for Malaysia. This is where our industry is headed, and MDAPA must be at the forefront of this evolution.

Introducing new leadership

It is with great confidence that I introduce Chan Wei Chi as MDAPA's incoming president. Wei Chi brings extensive experience in Malaysia's digital asset sector, having served as a council member of MDAPA and as the CEO of Tokenize Malaysia.

A veteran of the industry, he once served in pitchIN and SINEGY, which today are both members of the association. His stint at Kenanga provides him with intimate knowledge of both regulatory landscapes and operational challenges facing Malaysian digital asset businesses.

Wei Chi's leadership arrives at a crucial time as Malaysia continues developing its digital asset policies. His expertise will be invaluable as MDAPA navigates these policy developments while maintaining our core mission of advocating for fair regulations, industry recognition, and digital asset advancement in Malaysia.

Gratitude for partnership

As I conclude my tenure, heartfelt gratitude goes to the institutions and individuals who have supported MDAPA and Malaysia's broader digital asset industry.

To the SC, your thoughtful and progressive approach to digital asset regulation has enabled Malaysia to develop one of Southeast Asia's most comprehensive regulatory frameworks. The SC's ongoing consultation on DAX framework reforms and collaboration with industry stakeholders demonstrates a regulatory approach that is both principled and pragmatic.

To BNM, your crucial role in maintaining financial stability while exploring emerging technology potential positions Malaysia at the forefront of monetary innovation. BNM's exploration of asset tokenisation and central bank digital currencies, combined with clear anti-money laundering guidelines, has helped legitimise the digital asset sector while ensuring compliance with international standards.

To the government of Malaysia, particularly the prime minister, the Ministry of Finance, and the Ministry of Digital, thank you for your vocal and unambiguous support for the digital economy. Your commitment has created the enabling policy environment that has allowed our industry to flourish.

To the millions of customers of regulated digital asset platforms in Malaysia, thank you for supporting our local licensed players.

Looking ahead, several key areas require continued attention and advocacy. Banking sector integration remains the most urgent need, necessitating ongoing dialogue among MDAPA, financial institutions, and regulatory bodies to address concerns while facilitating efficient operations for licensed exchanges.

Regulatory harmonisation across different government agencies will be crucial as Malaysia's digital asset sector continues evolving. This includes ensuring that policies from the SC, BNM, and other relevant authorities work in concert to support industry development.

A foundation for tomorrow

As I pass leadership to Wei Chi, I am filled with pride in MDAPA's accomplishments and optimism for what lies ahead. We have built a strong foundation for Malaysia's digital asset industry — one that balances innovation with responsibility, growth with stability, and opportunity with protection.

The journey has not been without challenges, but our collective efforts have established Malaysia as a leader in thoughtful digital asset regulation and innovation. The support we have received from the government, regulatory bodies, and industry partners has been instrumental in this success.
