KUALA LUMPUR (May 6): The Securities Commission Malaysia (SC) has released a consultation paper to gather public feedback on creating rules for tokenised capital market products.

These are digital versions of traditional assets like shares, bonds, or funds, built using distributed ledger technology (DLT). 

In a statement on Tuesday, the SC said it is seeking feedback in three main areas: extra responsibilities, managing technology risks, and rules for licensed firms handling tokenised capital market products.

The goal is to improve asset programmability, enable fractional ownership, speed up settlement, and increase transparency and efficiency, the regulator said.

The SC clarified that tokenised products are different from digital currencies, which are already covered under existing laws (the Capital Markets and Services Act 2007).

The SC said it takes a neutral approach to regulation and wants to ensure fair competition for all businesses.

The public can submit feedback until June 16, and the full paper is available on the SC's website.
