There are more than 2.4 million registered foreign workers in Malaysia as of September 2024, according to data from the Ministry of Home Affairs. Selangor — the country’s most industrialised state — accounts for an estimated 1.2 million to 1.3 million migrant workers. However, the Labour Department’s Certificate of Accommodation approvals cover just over 355,000 workers as of January 2026, pointing to an acute shortage of compliant housing.
The imbalance has become more acute as enforcement of the Employees’ Minimum Standards of Housing, Accommodations and Amenities Act 1990 (Act 446) has tightened in recent years. Non-compliance carries penalties of up to RM50,000 per offence, while employers are now required to secure approved accommodation before bringing in new foreign workers — effectively turning worker housing into a prerequisite for operations. Furthermore, the Home Ministry recently revoked the March 31, 2026 deadline for foreign worker quota applications, allowing for continuous applications for all approved sectors. Taking this and the prerequisite condition into consideration, demand for compliant accommodation is set to rise rapidly.
Q Centre Management Sdn Bhd (QCM), incorporated in 2022, was established to fill this gap by operating and managing Act 446-compliant centralised labour quarters (CLQs). These purpose-built facilities provide regulated accommodation with controlled occupancy, proper sanitation and connectivity to industrial areas.
Post-pandemic scrutiny of worker welfare, coupled with stricter regulatory enforcement, has driven demand for professional CLQ operators. However, the market remains fragmented, with a large portion of worker housing still managed informally by employers or unregulated third parties, creating an opportunity for specialised operators to deliver compliant solutions at scale.
“The gap between the number of migrant workers and the availability of compliant accommodation is significant, creating an urgent need for more CLQs. With the stricter enforcement of Act 446, employers are required to secure approved accommodation before they can bring in workers. This is a big boost to demand for CLQ,” says QCM co-founder and joint managing director Datuk Wira Joey Yan Lee Chin.
Yan has spent 15 years in the industry and founded STF Group, a manpower solutions company, before moving into the accommodation space.
“QCM focuses on small and medium manufacturers, logistics operators and warehouse businesses in the Klang Valley — the industrial backbone that employs a substantial number of migrant workers and faces mounting compliance pressure to provide compliant accommodation,” says QCM co-founder and joint managing director Dato’ Simon David Leong Sai Mun.
QCM operates across both greenfield developments and brownfield conversions. Greenfield projects allow facilities to be designed from the ground up and to meet regulatory and ESG requirements, while brownfield conversions enable faster deployment by repurposing underutilised or abandoned buildings.
“We currently manage about 3,000 beds, with another 10,000 coming onstream in the near term. In total, we have 10 CLQs in prime industrial areas in Klang and Shah Alam, comprising both greenfield and brownfield projects,” says Leong.
Brownfield projects also offer wider benefits across stakeholders.
“Owners can revitalise their assets into income-generating assets, we generate revenue by operating the CLQ while providing worker accommodation and regulators benefit from the rehabilitation of long-idle or underutilised properties,” says executive director Datuk Ong Choong Leo, also a co-founder of QCM.
Beyond physical infrastructure, QCM positions itself as a specialised CLQ operator, working closely with developers, asset owners and employers to ensure facilities are configured to meet operational requirements while maintaining regulatory compliance.
QCM handles end-to-end operations — including facility management, security, hygiene, remittance services, transport coordination, compliance documentation and community relations — thus relieving employers of these responsibilities.
Technology forms a key part of this model. The company has developed a proprietary hostel management system, Qonnect, which supports tenant registration, occupancy tracking, facility operations and compliance reporting. Artificial intelligence (AI)-enabled CCTV surveillance is also being implemented at the CLQs to enhance monitoring.
“Technology is central to scaling this business. Systems like Qonnect allow us to manage large facilities efficiently while maintaining visibility over operations, compliance and worker welfare,” says Leong.
“As a home-grown CLQ specialist, we target to manage 50,000 beds by 2030. We believe this is attainable. The demand is strong, and the CLQ business is scalable with the use of technology and AI. This is why we invest in our own Qonnect application. You need technology to manage tens of thousands of people,” Leong adds.
Facilities are also designed to support worker well-being, with amenities such as canteens, recreational areas, convenience stores and 24-hour security.
“It is important to provide a safe and conducive living environment. Worker well-being ultimately supports productivity for employers,” says Ong.
While automation and robotics are often discussed as longer-term solutions in manufacturing, management notes that adoption remains gradual in Malaysia, suggesting that demand for migrant labour — and, by extension, compliant accommodation — is likely to remain resilient in the near to medium term.
QCM’s growth strategy has attracted institutional participation. In March 2026, Catenary Capital Sdn Bhd — a fund manager registered with the Securities Commission Malaysia and one of the managers under the Retirement Fund (Inc)’s (KWAP) Dana Pemacu initiative — entered into a heads of agreement with QCM and Rivertree STF Synergies Bhd (KL:RSSB) to develop up to four CLQ facilities in the Klang Valley, with a total development value of RM600 million. These projects are expected to deliver a combined capacity of 28,800 beds, with the first facility, Q Centre @ Teratai in Meru, Klang, accounting for 9,000 beds.
On March 19, 2026, Rivertree STF Synergies Bhd announced plans to diversify into CLQ management, further reinforcing the broader ecosystem supporting the development and operation of compliant worker accommodation.
Separately, QCM is collaborating with Port Klang Free Zone Sdn Bhd on Q Centre @ PKFZ in Pulau Indah, which has a capacity of up to 8,000 beds.
The expansion reflects growing demand for compliant worker accommodation, particularly in industrial hubs where land constraints and regulatory requirements make in-house solutions increasingly challenging.
As a young, technology-driven CLQ operator, QCM is embedding ESG principles in its development approach from the outset — targeting GreenRE certification for greenfield projects, while pursuing practical green initiatives such as solar power installation, rainwater harvesting and energy-efficient systems for brownfield conversions where structurally feasible. The approach addresses growing expectations from multinational employers whose supply chain standards increasingly require measurable environmental and social commitments from suppliers. For QCM, green-rated facilities represent both a compliance tool and a point of differentiation in a market that remains largely unorganised.
Looking ahead, CLQs are increasingly being recognised as part of industrial infrastructure, supported by stronger regulatory oversight and sustained demand from manufacturing and logistics activities. They are also emerging as a distinct asset class within Malaysia’s industrial real estate landscape, characterised by stable, long-term occupancy and defensive income streams.
“The question is whether the sector can scale fast enough to meet the compliance timeline that employers now face,” says Leong. “Hence, we welcome collaborations with industrial park developers, landowners, owners of abandoned buildings and government agencies to expand the supply of compliant worker accommodation.”
