Johor Corporation (JCorp) carries a dual mandate: to invest in catalytic ventures that drive growth and to drive Johor’s socio-economic development along an inclusive, future-ready path. Profitability remains vital, but so too is creating lasting value for society and the environment.
This dual mandate is enshrined in our mission of Membina & Membela and is manifested in our impact investment strategy that aligns capital with purpose.
Impact investing is fast becoming a mainstream expectation. According to the Global Impact Investing Network (GIIN), US$1.571 trillion in assets under management is a clear indication of its momentum. Institutional investors and sovereign wealth funds consistently embed environmental, social and governance (ESG) considerations into their mandates. Markets are also responding with new regulations like the EU Sustainable Finance Disclosure Regulation (SFDR) and the International Sustainability Standards Board (ISSB) disclosure requirements.
At its heart, impact investing seeks social impact alongside financial returns. This evolution is shaped by three forces: global sustainability imperatives such as climate action and social equity, institutional portfolio shifts towards more purpose-led assets, and blended finance models backed by governments to support SMEs, job creation and equitable growth, particularly in lower-income countries.
With tools like Social Return on Investment (SROI) and global frameworks such as the UN Sustainable Development Goals (SDGs), investors now have sharper ways to measure what matters.
As an enabler of progressive communities, JCorp views capital as a catalyst for inclusive growth and sustainable transformation. As Chief Investment Officer, I view capital not only as a financial instrument, but as a strategic lever to shape inclusive communities and resilient economies. Our entry into impact investing is a deliberate repositioning of our capital strategy to integrate ESG principles at every stage of investment — from screening and deal structuring to portfolio management and post-investment monitoring.
This approach builds on JCorp’s foundation as the state’s principal development institution. We have invested in sectors that created jobs, nurtured entrepreneurs and strengthened Johor’s economy. Investments into healthcare innovations through KPJ Healthcare Berhad, ventures in agribusiness and sustainability-driven projects like Johor Plantations Group’s biomethane plant all reflect our role as a prime mover in catalytic sectors. Today, we are adapting to meet a future that expects accountability and inclusivity, formalising our approach in our Strategic Asset Allocation (SAA) framework.
In practical terms, this means all JCorp’s commercial ventures will be assessed on their ability to enhance social equity while delivering strong returns.
The SAA framework sets the stage for us to look towards priority sectors shaping Johor’s future. These range from renewable energy and sustainable agriculture to digitalisation, healthcare and skills development and beyond. Partnerships are central to the success of this effort. By collaborating with local entrepreneurs, TVET institutions and private-sector players, we can turn these priorities into scalable outcomes that strengthen resilience and open new frontiers for inclusive growth.
At the same time, we will continue investing in non-commercial initiatives such as philanthropic or CSR-driven programmes. While these do not fall under the scope of impact investing, they are direct beneficiaries of our investment strategies and remain crucial in strengthening our social development agenda and upholding our responsibility as a custodian for future generations.
Our impact investment process is built on four clear pillars:
1. Define impact objectives: Aligned with the UNSDGs and JCorp’s own Membina & Membela mission.
2. Ensure commercial viability: All investments must meet financial thresholds while delivering social and environmental outcomes.
3. Conduct impact assessments: Tools such as SROI and ESG screening are used to track, measure and report results.
4. Governance & accountability: Robust oversight, integrated reporting and decision-making are guided by strong governance structures to ensure objectives are met.
JCorp’s commitment to impact investing reflects the future we want to build. By aligning capital with purpose, we are creating a resilient portfolio that delivers economic, social and environmental returns.
Johor’s development story has always been about more than growth. With JCorp’s focus on impact investing, we are positioning Johor as a model for how capital can be a force for inclusive and sustainable progress, building up the state as a hub of economic dynamism and inclusivity.
